Just as he finishes saying the end of the word "... animals ...", President Trump displays what in nonverbal parlance is known as a Lip Curl.
A lip curl is a signal of:

SUMMARY: President Trump's nonverbal behavior - which is in full agreement with his verbal and his paralanguage displays - are all indicating strong egocentric emotional motives with respect to his policy on immigration.
