This practice is consistent with him posing with his shirt off for magazine covers and is also an analog of his lavish spending on his Congressional Office interior decorating mimicking a television show (Downton Abbey).
Another tongue jut at 3:09 just after CNN reporter Drew Griffin asks, ".... was it appropriate to be spending $27,000 on a professional photographer? ....".
Congressman Schock believes he's been bad and has been caught with his hand in the cookie jar.
